Since Naruto was orphaned as an infant, someone had to have nursed him right? Probably some elderly ninja lady who loves kids and so they handed baby Naruto off to her and were like phew she will raise this child our worries are over. And she did for like a few years until she died. And then everyone was like eeeerr welp. He's old enough. Just get that kid his own apartment, he should be good now. That's my theory.
